摘要
当前建设用地政策成为张承环京津贫困带消除贫困、实现京津冀都市圈协调发展的重要制约因素。研究表明开展环京津贫困带土地综合开发政策试点的必要性和紧迫性显而易见,在充分考虑该区域实施土地综合开发政策试点条件的基础上,明确开展环京津贫困带土地综合开发政策试点的指导思想、原则、试点内容以及开展试点的组织实施办法和配套政策非常重要。
Now, the policy of the construction land is the important factor limiting the poverty elimination in the Zhang-Cheng surrounding Jing-Jin zone and realizing the harmonious development of the Jing-jin-ji city circle. The research shows that it is necessary and urgent of carrying out the land comprehensive exploration policy pilot in the surrounding Jing-jin poverty zone. Based on considering the pilot conditions of suppplying the land comprehensive exploration policy, it is efficacious of the guide ideas, principles, pilot content, implementation method and the coordinated policy of carrying out the land comprehensive exploration policy pilot in the surrounding Jing-jin poverty zone.
