摘要
探讨了浦东新区绿化林业有害生物预警体系的构建途径,提出了预警体系的指导思想、建设依据、建设原则和建设内容。预警体系由决策指挥体系、技术支撑体系和操作实施体系组成。其中,决策指挥体系是整个体系的指挥中心,技术支撑体系主要承担科研攻关和技术储备、兼任决策层的顾问,操作实施体系是具体措施的主要应用和实施者,负责预警技术的推广、检疫、监测、综合治理等。
The early-warning system of greenland and forest pests of Pudong New area in Shanghai is probed. The idea, basis, principle and structure of the system are expounded. The system is composed of decision-making - the headquarter of whole system, technology supporting which undertakes tasks of research and technical support and decision-making adviser as well as operation system which is in charge of popularization of the prevention system, quarantine, monitoring and integrated management.
