摘要
通过研究我国各大江河流域水资源及其生态环境现状,揭示了流域水资源生态补偿问题,论述了流域水资源生态补偿的决定因素,阐释了流域水资源生态补偿的内涵,认为流域水资源生态补偿包括对因建设和保护流域水资源及其生态环境而产生的生态增益补偿和对因污染、破坏流域水资源及其生态环境而导致的生态损益的补偿。在此基础上,确立了流域水资源生态补偿的原则,认定了流域水资源生态补偿的主体和对象范围,提出了流域水资源生态补偿的方式。
Basin ecosystem is a balanceable ecosystem which is tied with water resource. In this paper, the actualities of the water resource and its environments are enumerated, the determinant factor of the Eco-compensation of the basin water resource are discussed, and the meanings of the Eco-compensation of the basin water resource are expatiated, and we believe that the Eco-compensations of the basin water resource include the compensations of the increased ecological benefits coming from the protection and the construction of the basin water resource and its environments and the compensations of the decreased ecological benefits caused by the pollution and the demolishment to the basin water resource and its environments. According to the forth analyses, we have established the principles of the Eco-compensation of the basin water resource, discerned the main bodies and the objects of the Eco-compensation of the basin water resource, at last, the styles of the basin water resource ecocompensation have been suggested.
