摘要
海军作为一个国家的重要国防力量,其经费开支理应由中央财政承担,但在民国北京政府时期,军阀割据混战,中央政权更替频繁,财政赤字严重,海军经费毫无保障。为了生存,海军不是将主要任务和精力放在海军的建设和发展上,而是不得不通过各种非正常的途径筹集经费。这种状况不仅直接导致了民国海军的发展停滞不前,而且也是民国海军四分五裂的一个重要原因。
The navy, as one of the most important state defense capabilities, has its regular expenditure arranged in the central budget. In the period of Beijing Government of the Republic of China, as wars broke out among warlords for their regimes, the power of the central government was taken turns, the troubled state finance with its deficits was unable to arrange regular funds for the navy expenditure. For its own survival, the navy could not help but collect its funds by every irregular means. The financial shortage prevented the navy from its regular development and thus brought an end to the powerful united state navy force.
