摘要
煤矿安全事故频发是有其原因的。中央政府采取了两类措施进行预防,从运行成本与稳定性角度看,第二种措施优于第一种。我们应从科技、政府、法律三方面逐步完善,以期有效遏制煤矿安全事故的发生。
The coal mine accidents have some causes. The central government has adopted two measures to prevent the accidents. Viewed through the operating costs and the stability, the second measure is better the first measure. We should improve the science and technology, improve our government and improve the law so as to prevent the coal mine accidents effectively.
