摘要
制度是人类社会发展所需要的约束成员行为的规则,是人们共同生活质量的保障。作为现代社会一种全新的经济发展模式,广义循环经济要获得正常运行与发展就必须为自己构筑相应的制度保障体系,主要包括建立健全生态法则的理论指导体系、生态补偿的市场调节体系、政治生态化与生态政治化的政治保护体系、生态立法的法律制约体系、生态文明的文化支撑体系等五个方面的内容。文章最后探讨了广义循环经济的制度创新及相关政策支持。
System is the collection of rules to regulate members＇ behavior which is necessary in human social development and is the guarantee for quality of people living together. As a new economic development mode in the modern society, extensive circular economy must establish relevant systematic guarantee in order to keep normal operation and development. The guarantee system mainly includes five aspects. The first is theoretical guidance system of ecological rules; the second is market adjustment system of ecological compensation; the third is political protection system of political ecology and ecological politics; the fourth is legal restriction system of ecological legislation and the last is cultural supporting system of ecological civilization. Systematic innovation of extensive circular economy and relevant policy support are also discussed in the paper.
