摘要
新的历史发展阶段,要在全社会形成良好的道德氛围,重要的是要加强制度伦理环境建设。道德与制度有着内在和谐结合的基础,二者有着同质性、相容性、互现性的共同特征。道德建设要求制度建设的政治、经济目标与伦理道德目标相统一,为公民提供公正的生存环境,建立公正的社会秩序;要求在制度建设上与利益挂钩,促使社会成员有正确的道德取向;要求加强道德法制化建设,完善社会主义市场经济条件下伦理的制度基础,有效强化惩恶扬善机制。
It is the most important to strengthen the construction of institutional ethical environment in order to create better moral atmosphere in the society at this new historical stage. And there is the intrinsic basis for the harmonious combina tion between morality and institution in that homogeneity,compatibility and mutually presentation are the characters shared by both of them. The construction of morality requires that the political and economic goal of institutional construction should be integrated with the goal of ethics and morality to provide citizens with the justic living environment that the construction should be linked up with interest so as to improve the correct moral intentions among the members of the society; and that the legalization of morality should be strengthened to complete the institutional basis of ethics in socialist market economy and to perfect the mechanism of punishing evildoers and encouraging people to do good.
