成本信息不对称、产品市场竞争与自动出口限制政策研究 被引量：2

摘要 自动出口限制政策是各国在国际贸易中经常采用的一种非贸易保护措施。结合不完全信息并同时以厂商利润、社会福利为指标,重新探讨VER的政策含义及出口国是否自愿执行的问题。研究结果发现,在本国对外国厂商信息不完全的情形下,其结果将与既有文献有所不同。若为Cournot竞争,VER将对两国产生实质的影响;对出口国而言,不论其厂商为何种类型,此时的VER政策都是非自愿的;本国的福利变化则需视出口厂商之类型而定。若为Bertrand竞争,则VER只在出口厂商为高成本类型时方对出口国有利,且不论外国厂商为何种类型,VER皆无法使两国同时获利。
