摘要
为控制医疗费用的不合理增长,我国在几年前就提出"医药分开",形式上多指"医药分家"。但由于卫生服务这种特殊商品的特点及性质,当前的"医药分家"方式无法切断医疗机构和医务人员与药品营销之间的直接经济利益关系,因此,应从规范药品定价、改变付费方式和加强对医疗机构的监管等方面着手,在保障医疗质量和人民健康水平的前提下减少不必要的费用增长。
＂Separation of Prescribing and Dispensing＂ has been suggested several years ago in order to control the inappropriate increase of the medical cost, However, this could not prevent the direct economic relationship between the drug sales and the medical facilities and the medical staff due to the character and nature of this special goods-health service. Thus, we should regulate the price setting, change the way of payment and strengthen the supervision of the medical facilities in the goal of reducing unnecessary increase of the medical cost on the premise that the medical quality and public health are ensured.
