摘要
认为国际社会第三方力量的非政府间国际组织代表了国际社会的某些共同利益,积极地参与国际社会立法,影响大国的政治决策,维护世界的和平安全,积极践行国际人权保护职责,从而较大地克服了全球化背景下的市场失灵、国家失灵、弥补了主权国家以及政府间国际组织一些制度性缺陷,并促进了国际宪政秩序的建立。
The paper considers that non intergovernmental international organizations, which act as a force of the third party in the international community, represent some common interests of the international community, safeguard the peace and security of the world, take an active part in the legislation of the international community, influence the political decision-making of big powers, and actively implement the duty to protect international human rights, thus overcoming in a relatively great way the market failure and state failure in the background of globalization, making up some institutional defects of the sovereign states and intergovernmental international organizations and promoting the construction of the international constitutionalism in some sense.
