摘要
当前,我国如何在经济体制转轨时期推进人事行政体制创新,实现人才资源的最佳配置,形成合理的人才结构,达成与社会经济的协调发展,是实施人才战略的深层次问题。在探讨人事行政体制创新的内涵及必要性的基础上,提出人事行政体制创新的对策,主要包括借鉴渐进式体制改革和政策创新、建立新型的人才管理体制、加强新形势下人才市场管理等。
Today in our country, the crucial question of enforcing talent strategy during the transition period of economic system is how to carry out the best allocation of talent resources, form reasonable talent structure and develop harmoniously with the social economy. In this article, we will first discuss the meaning & necessity of innovation on personnel administration system. Then we will put forward some proposals on how to carry out the innovation on personnel administration system. These measures include using the gradual system reform and policy innovation by reference, setting up new type of talent management system and strengthening the management of talent market under new situation.
