摘要
从著作权制度和公共图书馆制度的形成和发展过程,看出二者历史渊源,析出两种制度的民主价值目标契合、公平品格一致、效益目标吻合。从二者的密切关系中,又能寻觅到图书馆享有著作权豁免的浓厚历史背景。
Looking back on the process of forming and developing of the copyright system and public library system, the article analyzes their historical origin and their consistency of objectives for democracy, fairness and efficiency. Meanwhile, the deep historical background of public library sharing immunity from copyright can be found from their close relation.
