摘要
大力培育农地使用权市场是促进农地使用权健康、合理、有序流转和集中的关键。大城市郊区因地缘优势往往成为农地使用权市场的"温室"和"试验田",对大城市郊区农地使用权流转模式的研究有利于促进整个农地使用权市场的培育。文章以成都市为例,通过实地调查,运用分层聚类、对比等方法对大城市郊区两种农地使用权流转模式进行了研究。在此基础上,对培育农地使用权市场提出了要因地制宜、为农地使用权的流转提供制度环境以及充分发挥村集体经济组织作用并规范其行为等政策建议。
To raise the rural land use right market is the key factor of promoting the rural land use right to transfer and accumulate healthily and orderly. The growing market model of the rural land use right is every close to the developing level. The paper set Chengdu into different parts according to developing level by local investigates. On that base, this paper studies on the growing market model of the different rural land use right in suburb taken Chengdu city for example. Finally, it gives some suggestion and advises to how to promote the rural land use right to transfer and accumulate healthily and orderly.
