摘要
21世纪水问题将是中国经济发展的首要制约因素。半个世纪来兴建的水利工程,成绩是巨大的、也是有目共睹的。但是随着人口的增加,经济的发展,生活质量的提高,水资源短缺、洪水、干旱、水土肥流失、水污染仍然是严重的问题。20世纪80年代完成的全国土壤侵蚀遥感调查,使笔者有机会到各个流域与省区进行路线考察。在复杂的人地系统中,认识到解决中国的水问题,必须依靠水利-地理系统工程来解决。由此提出全国水系网络化与渤海淡化的思考,这是一个世纪工程,需要得到有识之士的共识,并且进一步地探讨与论证。
The serious problem of water is the first restriction factor for economy development of China in the 21 century. Since last half of 20 century construction water conservancy engineering, which is great successful to be obvious to all in the world. But, along with such as population increased, economy developed, and living level improved, for which still are very serious problem in water resource to be hard up. Disasters such as flood, drought, water pollution and water- soil -fertilization lose, which still are serious. The soil erosion investigated, which was done by remote sensing in the whole country in the 1980s. Author had opportunity to go to one by one drainage area and provinces to make path and route review. We have understood water problem is complex phenomena in the human and earth system. We need to use water conservancy systemic engineering and geographical systemic engineering to be solved. Therefore, advance whole country water system network and Bohai Bay desalt, which is 21 century engineering. It needs more men of insight to be understood. Also needs further discussion and reasoning.
