摘要
在座谈访问、问卷调查和文献资料分析的基础上,以上海市为例,探析了我国公共体育场(馆)国有资产管理的现状及存在的产权关系模糊、产权主体错位、委托代理链条冗长等问题。在此基础上,提出建立"三层次管理模式"是我国公共体育场(馆)国有资产管理体制改革的基本选择,并从创造产权交易环境、建立投融资机制、制订政府购买服务的政策法规、组建行业协会等方面提出了实现该模式的对策建议。
Based on the interview, questionnaire survey and analysis of the literature data, taking shanghai as example, this paper discusses the situation of state-owned assets management of our public stadiums and the problems of the fuzzy relationship between ownership and property rights, dislocation of the main property rights, lengthy agency chain. On this basis, this paper proposed that the establishment of a ＂three-tier management model＂ is the basic choices, which is the management system reform of state-owned assets of our public stadiums. On the aspects of creating property rights trading environment, the establishment of the investment and financing mechanism, formulating policies and regulations of government purchased services, for mating industry association, the countermeasures are put forwarded.
