摘要
英国学派和新自由制度主义是国际关系中两个学术传统与研究风格迥异的理论流派,虽然两者在国际无政府状态、国际政治行为体、国际秩序及国际制度等问题的认识上有相似之处,但它们在有关国际体系的本质的认识、涉及的制度类型以及对国际制度的形成和作用所作的解释等方面仍然存在重大的差别。有些学者把英国学派与新自由制度主义混同起来的一个重要原因,在于他们只看到了两者的共同点而忽视了它们之间的差异。英国学派和新自由制度主义在国际制度研究问题上的不同,既与英美学界对社会科学的解释以及两国认识论和方法论的理解不同有一定关系,也与两国学者不同的学术传统和环境分不开,更重要的是由英美战后在国际体系中所处的历史地位和面临的问题不同所致。
In the international studies, the English School and Neoliberal Institutionalism are two theoretical schools which follow different academic traditions and research styles. Although they have similarity in international anarchy, the actors in international politics, international order and international institutions, they have great differences in their explanations on the essence of international systems, institutional styles, and formation and function of international institutions. One important reason that some scholars mix up the English School and Neo-liberal Institutionalism is that they have only noticed the similarity of the two but neglected their differences. The differences of the two theories on international institutions lie not only in the fact that British and American academies have different explanations on social sciences and their understandings in epistemology and methodology, hut also in the fact that scholars of the two countries have different academic traditions and surroundings. What is more important is that Britain and the United States have different historical status and face different issues of international systems after World War Ⅱ.
