摘要
北方旱区农业开发制约因素多、难度大，其技术发展的方向应变被动适应为主动利用，最大限度地摆脱自然降水在时空上对农业的限制，使有限的水资源得到充分高效地利用。同时要立足于旱区现有的经济技术和资源环境条件，有重点、分阶段和分层次进行适度开发，走生态、经济、技术协调统一的可持续发展之路。
It is defficult to exploit the dryland farming in north China becuase of many restricitive factors. The technical direction of developing dryland farming should be get rid of the condition of natrual rainfall as far as possible, and make full use of the limited water resources. Moreover which should be based on the existing conditions of economy, techeonly, resources and environment, and made moderate development by stages, by gradation and by importance.
