摘要
随着互联网社会成为当今社会最具未来意义的表现形态,网络秩序的供给成为当今时代最有意义的社会话题。文章从公共物品内涵出发,分析了社会秩序的公共物品属性;归纳了公共物品的供给从"市场失灵"、"政府失灵"、"志愿者失灵"到"多中心治理"等的变迁过程,并分别阐述了网民的自治秩序、互联网行业界的技术规范秩序、政府的法律秩序等单边秩序供给及其缺陷;最后指出,基于多中心体制下的网络秩序供给,是摆脱当前单边网络秩序供给困境的合理选择,网络多中心秩序要求供给主体多元化,供给手段多样化,供给机制民主化。
For network societies have been the presentation oI the future meaning in the society, supply of the network order has become the most significative social issue in the present. The article in the connotation of public goods analyzes the feature of social order. It concludes the transitional process of the public goods supply, from market failure, government failure, and volunteer failure to Polycentric governance. Moreover, It expounds the supply and lack of unilateral order, such as netizen＇ s self-governance order, techno-criterion order of network industries and the laws. Finally, it indicates that the network order supply based on Polycentric systems is the rational choice for shaking off difficulties of unilateral network order. Network Polycerltric order requires multiplex supply subjects, diversification of supply means and democratization of supply mechanism.
