摘要
近年来财政项目预算编制、管理工作中主要存在着政策方面、认识方面和预算标准与预算编制方面以及预算执行方面的问题。由此造成预算执行率总体上不高。做好项目预算工作,首先要求单位的领导、职工进一步提高认识,做到领导重视,转变观念,明确职责;其次要加强管理,把预算管理纳入项目管理体系,把预算编制与预算执行工作贯穿于项目执行的全过程;另外,预算工作还应与财务工作和技术工作相结合。文章提出了加强预算编制与管理、提高预算执行率的建议。
In recent yeas in budget form and management of financial project exist some problems in the respect of the policies,norms and implementing of budget.In this reason the rate of budget implementing is not high.In order to improve budget work,at first the leaders and workers should pay more attention to this work,define the duties incumbent on each person or post,then should strengthen budget management,bring it into the system of project management and combine budget work with finance work and technology work.At last the paper puts forward some proposals for improving budget work and increasing the rate of budget implementing.
