摘要
目前我国土壤污染的现状及危害日趋严重。虽然我国现行法律中已有一些有关土壤污染防治的规定,但都是分散而不系统的,缺乏可操作性的具体法律制度,不能为防治土壤污染提供有效的法律保障。文章在分析国外有关法律制度特点的基础上,加强土壤污染防治法律制度的研究,完善土壤污染防治的行政管理体制、监督管理制度和法律责任等。
At present, China＇s soil pollution is getting worse. Although China＇s current laws have some of the soil pollution control requirements,but they arc scattered and not the systematic, lack of operable specific legal system and unable to provide effective legal protection on soft pollution. Based on analysis of laws abroad to enhance the study on legal system of soil pollution control, improve the administrative system, the supervision system and legal responsibilities of soil pollution prevention.
