论述了高校基建工程造价管理与控制中存在的问题与解决方法,强调了以"投资决策阶段"和"设计阶段"为造价控制关键阶段,"工程招标阶段"、"工程实施阶段"和"决算审核阶段"应作为一个整体进行全过程的造价管理与控制,以实现工程投资的社会效益和经济效益。
Discuss and find a way to solve the problems of colleges and universities capital construction. Emphasize the fundamentality of the phases of decision and design, and the phases of tendering and bidding, constructing organization and administration; accomplishment and accountment as a whole. Track entire process to increase society and economy benefits.
