摘要
公共政策是政府协调社会利益关系的重要手段,社会保障制度作为公共政策的主要组成部分,能够矫正收入分配中的市场失灵。长期以来,我国农村社会保障存在着整体性制度缺失,这虽然是多因素共同影响的结果,但其主导因素在不同时期却是不同的。在改革开放初期,城乡二元经济结构和农村小农经济特征限制了农村对社会保障制度的需求。而在市场经济改革全面开展的今天,政府公共政策的非中性却成为影响农村社会保障的关键因素。因此,应该从健全农民利益的表达机制和公共政策的动态平衡性等方面入手解决农村社会保障缺失的问题。
Public policy is an important means for government to coordinate relationships between different interest groups. As a major part of public policy, social security system can redress market failure in income distribution. Over a long period of time, there has been a complete lack of institution in rural social security in China. This is the result of various fac- tors, but the dominant factor varies by historical period, In the early days of reform and opening up, the urban - rural dual economic structure and the small farmer economy constrained the demand for rural social security. Today, with full - blown market economy reforms, the non - neutrality of government public policy has become the key factor affecting rural social security. Therefore, we should proceed from improving the expression mechanism for farmers＇ interests and the dynamic balance of public policy to tackle the problem of the lack of rural social security
