摘要
行政成本过高不利于构建和谐社会。应通过强化行政成本意识,构建节约型社会,加强预算管理,完善预算制度,实行决策的科学化、民主化,精简行政机构和人员等来降低行政成本。
The high administrative cost is not helpful to build the harmonious society. The government should reduce the administrative cost through strengthening the awareness of administrative cost, constructing an economical government, strengthening budget management, perfecting the budget system, implementing the decision-making more scientific and democratic, and streamlining the administrative agencies and the personnel.
