摘要
目前,在政策层面,非公有制经济从业人员参加社会保险的制度性壁垒已基本消除,但在实际经办层面,这部分群体参保率甚低。通过深入调查分析,以政府、企业和职工三方视野出发,可揭示这一矛盾的真实原因,即:政府宣教力度、有关劳动监察执法力度以及劳动合同签约率,这三大因素是影响广大民营企业及其职工参保的最大动因。
Nowadays, the institutional barrier of non-public employees taking social security has almost been eliminated, in the level of policy, but in practice, there is a very low ratio of taking social security in this group of people. This paper analyzes, from the perspective of government, enterprises and employees , the real reason for the above contradict. Government publicizing, relative supervising and enforcing, and the rate of concluding labour contract, are the real reason which affect those private enterprises and employees taking social security.
