食品卫生监督机构内部业务管理质量控制探讨 被引量:1

摘要 食品卫生监督机构的内部业务(下称内务)管理是食品卫生监督工作的重要组成部分,内务管理水平直接影响监督工作质量。本文通过分析二者之间的联系,结合多年内务管理经验及教训,对内务管理的主要工作内容,提出了几个带普遍性的问题,并就如何提高内务管理质量,纳入科学的质量控制机制的设想进行了探讨。笔者认为:当前内务管理的主要问题是队伍不稳定、人员素质差、资料不全及资料利用率差。可以选用内部质量控制,即建立切实可行的制度、稳定队伍、培训人员,提高管理人员素质,考察资料的利用率和外部质量控制,即接受上级考核和与同级的评比。 The food internal vocational work(in the following simply called in-work) administration of food sanitation supervise organization is the important part of food sanitation supervise work The level of in-work administration directly affect the quality of administration work In the light of our experience and lessons,analyzing the relation of the in-work level and the quality of administration work,we advances some widespread issues for the main work of in-work administration and have discussed the ideas how to improve the in-work quality and lead the in-work quality on to scientific quality-control system in paper We think that the main problems at present for the in-work administration are not having stable contingents,not having the good quality personnel,not having complete material and not using the material effectively To sole thess problems we can use internal quality control We can set up a practical system,stabilize the contingents,train the personnel,improve the quality of administrators,check the material use efficiency,and set up external quality control(higher authorities checking,comparing and appraising among the same level departments)
