我国教师资源配置结构性失衡现象考察——兼论当前农村教师队伍建设的制度选择 被引量:21

摘要 当前教师资源配置的结构性失衡已经取代总量不足成为我国教师队伍发展的主要矛盾,具体体现为教师资源配置结构的城乡失衡、地区失衡、校际失衡、科际失衡等四个方面。结构性失衡严重影响了我国教育公平的实现和教育事业的可持续发展,是新世纪我国教育现代化进程中亟待解决的难题。在我国城乡差距、地区差距长期存在的客观现实下,合理的教育制度选择将是有效解决这一难题的关键所在。 The current structural imbalance in the distribution of teacher resources, instead of the shortage of their aggregate, has already become the principle contradiction in the development of China's contingent of teachers, which is concretely embodied by the urban- rural, regional, inter-college and inter-discipline imbalance in the resources' distribution. This structural imbalance, having seriously affected the realization of China's educational fairness and the sustainable development of her educational undertakings, has become a thorny problem urgent to be solved in the course of China's educational modernization in the new century. In the face of the objective reality that the urban- rural gap and the regional gap will exist for a long time, a rational choice of an educational institution will be the key to effectively solving this thorny problem.
