摘要
现存的城乡差距中,最为迫切的也是能够解决的是城乡居民生活条件的差距。从改善农村生活条件入手缩小城乡差距需要政府发挥的作用是:基本公共服务在城乡均等化。为此需要改变长期依据各地的GDP所反映的经济发展水平来决定各地生活条件的思路和相关政策。面对我国农村村庄分布广而分散的特点,需要在乡村集中化、城镇城市化和都市圈建设三个方面扩大以城带乡,扩大公共产品在农村的覆盖面。
The gap of living conditions between city and rural areas is the most urgent and could be settled. What the government can do is to equalize the fundamental public services between city and rural areas, and change the policies depending on the local GDP. With the rural characteristics of vast and scat- tering, we should drive rural areas by cities and expanding public goods around the rural areas. This paper finally gives three ways： rural centralizing, towns to become cities, and building city circles.
