摘要
新世纪新阶段，我国改革发展处于关键时期，只有转变发展观念，创新发展模式，破解发展难题，提高发展质量，以科学发展观统领经济社会发展全局，才能更好地建设资源节约、环境友好、经济优质、自主创新、社会和谐的全面小康社会。
At the new stage in the new century,China's economic and social development has confronted with greater pressure on resource and environment.Extensive economic growth mode will be difficult to carry on.So we should take the scientific development view to lead the overall situation of the development of economy and society.The scientific development view has been put forward on the basis of a profound understanding of China's basic national conditions and periodical characteristics.It benefits from many development theories in the world and improves them,and it is also closely and inseparably related to China's position in international industry chain,the characteristics of national industrial structure and a two-pronged approach of industrialization and industrialization.Building the conservation culture is the inexorable requirements of science development view,and it can absorb rich nourishment from the idea of harmony between man and nature and ecologic ethic wisdom in traditional Chinese culture.We should revaluate the value of nature resource,integrated ecologic ethic idea,consider the carrying capacity of ethic environment,and develop circle economy.
