摘要
农村社会养老保险是农村社会保障体系的重要组成部分。完善农村社会养老保险制度,对推动我国农村经济和社会的发展具有重大现实意义。近十年来,学术界对农村社会养老保险制度建立的必要性,农村社会养老保险制度中存在的问题及改革和完善的思路,城乡社会养老保险制度的衔接整合等方面进行了有益的探讨,并取得了不少的研究成果。但在制约农村社会养老保险全面推行的非经济因素之研究、反映农村社会养老保险改革实践的调查研究以及农村社会养老保险绩效评价研究等方面,学界还有待进一步关注和加强。
Rural Social Endowment Insurance is viewed as a crucial ingredient of Rural Social Security System. It＇ s of great impor- tance to perfect Rural Social Endowment Insurance for the purpose of propelling the development of our country＇ s rural economy and even the development of the whole society. In recent ten years, academic circles have launched a profound and comprehensive exploration, proclaiming the necessity of the establishment of Rural Social Endowment Insurance, analyzed the problems we come across and put forward the train of thoughts on reforming and improving Rural Social Endowment Insurance System, exports also advanced some worthwhile suggestions on the coherence and conformity of the system. There is no denying that the exploration achieves the exports＇ heart desires. While, on the other hand, there is still some room for improvement and more profound analysis in the non - economic factors of the full implementation of restricting Rural Social Endowment Insurance, in some detailed investigating researches which refleet the reforming practice of Rural Social Endowment Insurance, and in the study of performance assessment of Rural Social Endowment Insurance.
