摘要
农产品质量安全可追溯制度,意味着要建立起"从农田到餐桌"的全过程监控信息系统,但获取信息的前提是农产品生产经营者能够主动地配合农产品信息的获得工作,因此必须通过法律规制农产品责任,规定合理的归责原则,增加农产品生产经营者举证责任,才能有力地保证农产品可追溯制度的有效建立和实施。
The traceable system of quality and safety of agricultural products means that it is necessary to set ＂from farmland to dining table＂, the whole process of monitoring information system. If agricultural production operators try their best to support access to agricultural information work, we will obtain the precise information. Only when perfecting laws of agricultural product responsibility, stipulating reasonable distribution principle of responsibility, increasing burden of proof of agricultural operators , the traceable system of quality and safety of agricultural products would been built powerfully.
