摘要
协商民主是民主理论发展的新动向,它承继了代议民主制的基本框架,又发展了直接民主制的某些实践形式,它是在精英民主理论和后现代主义思潮的碰撞中产生的。协商民主包含公民之间信息的交流,也包含公民对决策过程的广泛与实质性参与,它关心民意的真实和理性,并试图为之提供公平、中立的保障机制。
As a new trend in the development of democratic theories, deliberative democracy was established during the collision of elite democracy theory and post - modernism. With the basic framework of representative democracy, it has developed some practical forms of direct democracy. Deliberative democracy involves information exchanges among different citizens as well as the broad and actual participation of citizens in the process of decision- making. It concerns about the authenticity and rationality of public opinion and tries to provide a safeguard system of justice and neutrality.
