摘要
当前,上海经济运行态势良好,发展质量进一步提升。同时,上海经济发展面临的国际风险可能进一步增加,国内经济运行面临的风险也可能影响上海发展。为推动上海经济再上新台阶,本文提出以下"八个进一步"的政策建议:一是进一步提高城市经济的抗风险能力;二是进一步推动上海服务经济利用外资;三是进一步利用资本市场加快战略性调整;四是进一步加快上海债券期货市场发展;五是进一步加快无形经济的创新与发展;六是进一步优化企业组织结构,推动产业结构优化升级;七是进一步加快企业"走出去",在服务全国中推动自身发展;八是进一步加强社会事业领域的改革与开放。
At present the economy of Shanghai is sound and the developmental quality is further improved. At the same time, however, the international risk is increasing and the risks in domestic economy may also affect the development of Shanghai. To boost Shanghai economy to a new stage, this paper proposes 'eight furthers': 1. to further improve the urban economy's anti-risk capability; 2. to further promote Shanghai's service economy to make use of foreign funds; 3. to further make use of capital market to accelerate strategic adjustment; 4. to further speed up the development of Shanghai market of bonds and futures; 5. to further speed up the innovation and development of intangible economy; 6. to further optimize the organization structures of enterprises; 7. to further promote enterprises to go out to serve the whole country in order to achieve greater development; 8. to further strengthen reform and opening up in the field of social causes.
