摘要
环京津贫困带位于河北省北部与京津接壤地区,是一个承受着环境恶化与经济落后双重压力的大规模贫困地带。从京津冀之间的生态环境与发展关系看,环境权利与义务的失衡是贫困带形成的重要原因。只有保障环京津贫困带对生态资源享有正当的权利,负有合理的义务,实现京津冀三方环境权利与义务的公正配置,才能为消除环京津贫困带和京津冀地区的可持续发展铺平道路。
In the areas bordering Beijing, Tianjing and Hebei province, people suffer from the environmental degradation and poverty. From the view of the relationship between Jing-Jin＇ s environment and its development, the imbalance of environmental rights and obligations is the major cause of the poverty. Only when the People in Jing-Jin poverty belt areas make sure they have the rights and obligations of protecting the environment and make sure the balance of environmental rights and obligations of Jing-Jin-Ji, the sustainable development can be achieved.
