摘要
"经评审的最低投标价法"是法定的评标办法之一,其难点在于如何判定投标报价是否低于成本。通过对该办法的解读,把握"经评审"和"评标价"这两个关键点,强调评审的准确性、合理性和一致性,真正体现"经评审的最低投标价法"的实质。
The lowest price bidding method by judgment is one of the legal bid evaluation methods. It is difficuh to determine whether the bidding price is lower than the cost or not. Through the interpretation of the approach, this paper grasps the two key points of ＂judgment＂ and ＂evaluation of bid price＂ and emphasizes the veracity, rationality and consistency of judgment to embody the essence of the lowest price bidding method by judgment.
