摘要
知情权是当代法治社会中的一项基础性人权,它在行政法律关系中具体体现为行政知情权。行政知情权是世界各国宪法和法律乃至国际公约普遍确认和规制的重点,它主要通过政府信息公开制度予以实现。然而,就我国现状而言,无论是在公民行政知情权理论研究方面,还是在实现公民行政知情权方面都相对滞后,这必然影响到我国实现依法行政。
Right to know is one of basic human rights in present society governed by law, right to know administration reflects it in administrative legal relationship. Right to know administration is the emphasis confirmed and regulated by constitution and laws of every country even international pact, it realizes mainly by making public the government information, However, as to our country＇s situation, whether theoretical research or realization of citizen＇s right to know administration is backward correspondingly, this will influence inevitably the realization of administration by law in our country.
