摘要
尽管新型农村合作医疗制度已被广大农民所认同，但其在运行机制和管理方式上还存在不少问题，影响了农村合作医疗制度的长远建设和发展。对此，作者介绍了济宁市实行的农村合作医疗管理中的对常见住院病种统一投销补偿比例、统一封顶线、统一基本药物目录、统一中医药报销标准和对常见住院病种定类区、定层级、定病种、定数额的“四统四定”管理方式和内容，围绕农村合作医疗运作机制方面的问题进行了探讨。
The new rural cooperative medical system has been recognized by the majority of peasants, but there are still some problems in its operational mechanism and management mode, which may affect its long-term construction and development. In this regard, the paper introduces the management mode in Jining＇s new rural cooperative medical system which is summarized as ＂four unification and four determination＂. The meanings are that for common diseases in inpatients, unified compensation proportion, unified upper limit, unified directory of essential drugs, and unified reimbursement standard for traditional Chinese medicine are employed as well as determinate category, determinate grade, determinate type and determinate amount are set. Problems on operational mechanism of rural cooperative medical system are also discussed.
