摘要
农村土地制度是我国土地资源配置中重要的制度安排。根据农村土地制度对土地利用的影响层面不同将现有的纷杂的农村土地制度分为市场运行所必需的基础性制度安排、对土地市场间接干预的制度安排和对市场直接干预的制度安排三个层次。我国农村土地制度改革的方向是进一步完善第一、二层次的制度安排,逐步减少第三层次的制度安排。
Rural land system is an important part of Chinese land resources system. According to the different impacting of rural land system on land-use, the existing diverse rural land system is divided into three levels.The first one is the basis which is essential for market operation; the second is to intervene land market indirectly, and the last is to interven market directly. Perfecting the first and second level system would be the reforming trend of rural land resources. The third level should be gradually reduced.
