摘要
积极稳妥地实施高等教育中外合作办学"走出去"发展战略,把"引进来"和"走出去"更好地结合起来,是深入贯彻落实科学发展观,拓展高等教育对外开放广度和深度,提高高等教育质量和效益的必然要求。我国可借鉴发达国家跨国高等教育的经验,突破中外合作办学原有的认识界限,把"走出去"合作办学活动纳入高等教育中外合作办学的理论视野和法律框架;为高等教育中外合作办学"走出去"发展战略的实施营造良好的政策环境;加强国际化课程建设,完善高校内部管理体制及运行机制;建立和完善高等教育境外合作办学的教学评估体系和学位认证制度。
To implement the development strategy of ＂going out＂ of Chinese-foreign cooperation in running higher education positively and steadily, and to better combine ＂bringing in＂ with ＂going out＂ are the inevitable requirement to carry through and fulfill scientific development outlook deeply, extend the width and depth of opening to the outside world in higher education and improve the quality and benefit of higher education. We can use the experience of transnational higher education in the developed countries for reference, break through the original cognitive limitation of Chinese-foreign cooperation in running higher education, bring the ＂going out＂ of cooperative school running activities into the theoretical view and legal framework of Chinese-foreign cooperation in running higher education. We should build favorable policy environment for the implementation of the development strategy of ＂going out＂ of Chinese-foreign cooperation in running higher education, strengthen the international curriculum construction, perfect the inner management system and running mechanism of higher educational institutions. We should also establish and perfect teaching assessment system and degree authentication system of higher educational cooperative school running overseas.
