摘要
黑龙江省是全国重要的老工业基地,长期积累的结构性、机制性矛盾比较突出,经济和社会发展存在不少困难和问题。其中,四大煤矿城市、大庆、伊春等林区职工再就业及经济转型问题是迫切需要解决的热点、难点之一。资源型城市社会问题集中,国有企业职工众多、社会矛盾突出、牵扯面广,经济发展缓慢,地方财政乏力。经济的可持续发展和就业等问题涉及广大人民群众的切身利益。东北地区资源型城市数量众多,只有通过经济转型,解决好资源型城市诸多的社会矛盾,才能有效促进国泰民安,才能创建和谐社会。
Heilongjiang Province is an important old industrial base. There are many difficulties and problems of economic and social development because of the accumulated long - term structural and mechanistic conspicuous contradictions. The re - employment and the problems of economic transfm＇mation are urgent to be solved in four coal city, Daqing, Yichun and the other forest areas. Resource -based cities have many social problems and have a large number of state - owned enterprise workers so the social contradictions are serious as well as slow economic development and the local financial is very weak. Sustainable economic development and employment is the vital interests to the people. There are many resource - based cities in northeast area, and only through the economic transformation to resolve the social contradictions and to promote the national peace in order to create a harmonious society.
