引言
为没有能力租住私营房屋的低收入家庭提供资助公共房屋,是香港政府一贯的政策和香港房屋委员会(房委会)的职责所在。即使在1997年政府管治权移交之后,宗旨也从未改变。然而,公共房屋从设计到政策的执行,自1953年开始以来,总是不断地发展着。早期的几十年中,建屋以追求数量为主导,目的是为了应付由于自然灾害和移民涌入所产生的迫切需求。为了方便兴建和容易分配房间,20多年来均采用单间的住宅单元设计。直到1970年代后期才出现多间的住宅单元概念。
Introduction
It is the Government's policy and the Hong Kong Housing Authority's main role to provide subsidised public rental housing to tow-income families who cannot afford private rental accommodation. This mission has never changed despite the change in governance of Hong Kong in 1997. However, public housing provision, from design to operational polices, is ever evolving since the first endeavour of public rental housing programme commenced in 1953. In the early decades, the programme had to be quantitatively orientated to meet emergency needs arising from natural disasters and influx of immigrants.
