摘要
在调查和访谈的基础上,首先对区域企业的自主创新能力现状和当前区域政府在提升区域企业自主创新能力过程中面临的困难进行了阐述和分析;然后,运用定性分析的方法对区域自主创新政策进行了研究,提出了一系列建议,分别是:统筹政府和企业,确保R&D投入逐年稳定增长,因地制宜,建立有效的技术创新体系,加强产业结构调整,培育区域主导产业和支柱产业,推动技术创新,实施积极的区域税收政策和贴息贷款政策,建立规范、系统的技术创新管理机制;最后,本文对提升太原市万柏林区自主创新能力的相关政策进行了实证分析。
This paper, firstly, analyzes the actuality of the ability of independence and innovation which the regional enterprises acquire, and the difficulties which the regional governments face at present when upgrading the ability of independence and innovation for the regional enterprises. Furthermore, it focuses on the studies of the regional policies of independence and innovation by using the method of qualitative analysis. A series of suggestions are proposed, which include ensuring R^D investment a steady growth every year by overall planning, constructing an effective technological innovation system in the light of local conditions, strengthening the adjustment of the industry structures and cultivating regional leading industries and pillar industries so as to promote technical innovations, implementing active regional tax policies and discount loan policies and constructing a standard, systematic technical innovation management mechanism. Finally, this paper empirically analyzes some relevant policies of Wanbolin District in Taiyuan City.
