摘要
广西区目前有4个红树林自然保护区,其红树林总体质量不高,存在着多头管理,各行其是,协调困难;经费投入无保障;规划与建设管理存在较大差距;法律与政策体系尚待健全;科学研究与技术支撑体系滞后;人为因素干扰严重等问题。提出了理顺管理体制,保障资金投入;健全法制,依法治林;引进人才,提高科研水平;强化管理,合理利用;加大宣传与公众参与力度;实行社区共管,构建和谐社会等保护对策。
At present, there are 4 mangrove forest nature reserves in Guangxi area, but overall quality of the forest is not high, and there exist many problems related to multi-chief management, difficult coordination, and no guarantee fro fund input, big differences between planning and construction, unsound law and policy system, backward scientific research and technique support, severe artificial interference, etc. Based on identification of above mentioned problems, the paper proposes corresponding countermeas- ures concerning community co-management, public participation and harmonious society construction and SO on.
