摘要
基于生产过程与消费领域的紧密联系性以及规制消费领域本身便是实现循环经济的必然选择,如何对消费领域加以规定是循环经济立法必须研究的课题。立法需要审慎的考虑与科学的制度安排,本文探讨了消费领域进行循环经济立法必须遵循的四个原则,并根据各个原则提出了相应的制度设计。
Production process and consumption sphere are close related and regulating consumption sphere is essential to realize circular economy. Therefore, legislation on circular economy must probe how to legislate on consumption sphere. Legislation demands prudent consideration and scientific system design. This paper discussed four principles which must be followed during circular economy legislation on consumption sphere, and advanced corresponding systems according to the respective principles.
