摘要
监督法的颁布为各级人大常委会行使监督权提供了法律保障,行使人大监督权需要决定权作支撑,无论从法理上还是在监督法框架内,监督权与决定权都具有密切的联系。只有处理好两者的关系,才能有利于在实践中加强和规范人大监督权与决定权的配合行使,切实提高人大职权运行的质量和效率。
The promulgation of the Supervision Law has offered the legal guarantee for the Standing Committees of People＇ s Congress at different levels to carry on its supervision right, which should be supported by determination right. Supervision right and determination right have a close relation between each other both from the aspect of law and from the system of the Supervision Law. The combination of the supervision right and determination right will be strengthened on the basis of improving the its relationship so that the quality and efficiency of the Standing Committee of People＇ s Congress will be promoted.
