摘要
安全预警制度缺失、财务制度安排不合理、员工安全意识培训制度流于形式和安全生产管理监督制度脆弱,是导致我国矿业企业安全生产形势十分严峻的重要原因。本文认为,为改善我国矿业企业的安全生产管理现状,形成长久的安全机制,制度创新是一种理性的选择。指出:在目前,我国矿业企业应集中于安全预警制度创新、员工安全意识培训制度创新、财务制度创新和监督激励相容制度创新,其中,监督激励相容制度创新尤为重要。
An important cause to the rigorous situation of Chinese mine enterprises' production safety control is the imperfect early warning system, the unreasonable financial system, the formalistic training system and the weak monitoring system. In order to improve this rigorous situation and format long-period safety mechanism, system innovation is a reasonable choice. This paper put forward., at present, Chinese mine enterprises' system innovation must concentrate in the early warning system, the training system, the financial system and the monitor incentive match system, particularly, the last is the most important.
