摘要
农业丰则基础强，农民富则国家盛，农村稳则社会安。在建设中国特色社会主义的进程中，“三农”问题始终是党和政府高度重视解决的问题。据统计，1978-2003年，中央下发的关于农业和农村工作的文件多达56个。2004年以来，中央连续下发4个“一号文件”，大力推进社会主义新农村建设，加快农业和农村发展，促进农民增收。
The foundation will be strong when agriculture is plentiful, the nation will be prosperous when farmer is rich and the society will be balanced when village is steady. In the progress of constructing the socialism featured with Chinese characteristic, the problem concerning ＂farmer, village and agriculture＂ is the problem that our party and government have high regard to resolve all the time. According to the statistical data, more than 56 documents concerning the agriculture and village work have been issued by the central government from 1978 to 2003. Since 2004, China central government has issued four ＂No. 1 document＂ continuously for pushing forward the socialistic new village construction strongly, speeding up the development of agriculture and village, and promoting the income increase of farmers. Especially the ＂No. l document＂ of 2007, it defined the principal task of the socialistic new village construction is to develop the modern agriculture. This document brought the new opportunity to the development of our agricultural mechanical industry.
