摘要
在关于人民代表大会制度完善的各种见解中,人大代表专职化是近年来流行的一种观点。这一见解是不符合人民代表大会制度建设要求的。人大代表专职化将改变现行的人民代表大会与人民政府、人民法院和人民检察院之间的权力与责任关系,将直接动摇中国共产党的领导地位和执政地位。人民代表大会制度的完善应当本着制宪者的原意和有利于改善中国共产党的领导来进行,即延长人大常委会会期;实现人大常委会组成人员的专职化;改进执政党人大代表候选人提名方式,推出能够反映选民要求、维护选民利益的人大代表候选人。
In the recent years, specialization of deputies has been a popular viewpoint in various opinions of perfecting the institution of the People＇s Congress. It is not in accordance with the demands of constructing the institution of the People＇s Congress. Specialization of deputies will change the relations of power and responsibilities between the People＇s Government, the People＇s Court, and the People＇s Procurators, and will shake the status of the leadership and executive power of CPC. The perfection of the institution of the People＇s Congress should go line in line with the goals set in the Constitution and help improve the leadership of CPC. Therefore, we should prolong the date of meeting of the Standing Committee of the People. Congress, achieving specialization of members of the Standing Committees, improves the ways that the Party in power nominates the candidates to choose the candidates who can reflect demands of voters and safeguard their rights.
