摘要
随着税费改革的不断深入,尤其是免农业税以后村干部传统行政性职能开始逐渐弱化、消失,服务性职能将不断得到加强。但是,免税时代村干部普遍存在职能空缺和思想困惑。村干部何去何从?以未来农村组织变化的趋势为视角,从当代经济社会发展的大框架下考察了村委会组织与乡镇政府之间的关系,村委会组织与各种农民专业合作组织之间的关系等,指出在现实条件下村干部职能应明确定位在:协调各种要素、资源以发展农村经济,并积极为农村社区便民事业提供各种公益服务。
The Survey shows that village cadres＇ traditional administrative functions have been gradually attenuated and even vanished, while the ministrant function has been unceasingly strengthened in a duty - free age. This causes the universal function vacancy and puzzl of village management. Considering the trend of future rural organizational changes, the paper examines the ralationship between village committee organization and township government, village committee organization and various peasant special operations. Village cadre should accurately fix their position on allocating various resources and key elements and to make the development of the rural economy, and provide various public good services.
