摘要
在国际体系的改善、更新和建设的进程中,中国同大多数国家强调平等互利、合作共赢、国际关系民主化的原则,美国则突出美国的领导(主导)权、主流价值观、国际规范和规则等。在国际现实和国家利益的背景下,中美都希望通过战略对话的方式探索扩大共同利益和避免对抗的途径,通过构建国际体系的方式进行权势和利益的再分配,通过和平的方式应对各自价值观中的冲突问题。两国在国际体系转型中增加合作面和缩小分歧点已经成为中美建设性合作关系发展方向的重要内容之一。同时,中国还要及早未雨绸缪,做好各方面准备,争取在国际体系的改革和完善进程中掌握主动权。
In the process of improving,updating,and constructing the international system,China,together with the majority of the countries in the world,stresses the principles of equality and mutual benefits,cooperation and multi-win as well as the democratization of international relations,whereas the United States emphasizes its leadership and/or dominance,mainstream values,and international norms and regulations.However,in the context of international reality and national interests,both China and the United States hope to explore ways of expanding their common interests and of avoiding conflicts by strategic dialogue,to reallocate power and interests by constructing the international system,and to tackle the conflicts of their respective values by a peaceful means.At the time of changes in the governments of the two countries,expanding cooperation and narrowing differences in the transitional international system have already become important components of Sino-U.S.constructive cooperation.In addition,China should make full advance preparation so as to garner initiatives in reforming and improving the international system.
