摘要
国库集中支付制度是现代市场经济国家普遍实行的一项财政资金管理制度。本文从分析国库分散支付制度存在的问题入手,提出了构建国库集中支付制度的原则、构建方案和配套措施。
Treasury concentration payment system is the public finance fund management system generally performed by modern market economy countries. Started from the internal disadvantages of the traditional treasury dispersed payment system, this article puts forward the principle and proposal of establishing treasury concentration payment system and some measures to match it.
